The minimum wage raise is a direct response to inflation. A 2016 state constitutional amendment passed by voters requires the state's minimum wage to increase by the rate of inflation on Jan. 1 of each year. The Consumer Price Index for urban wage earners and clerical workers determines the minimum wage. The CPI rose by 8.7% between September 2021 and August 2022.

Sen. Bernie Sanders (I-Vt.) introduced legislation on Thursday that would make the minimum pay for public school teachers in the U.S. $60,000 a year, following calls from President Biden to give teachers a raise last month.

The Pay Teachers Act of 2023, co-sponsored by a number of lawmakers including Sens. Elizabeth Warren (D-Mass.) and Ed Markey (D-Mass.), would provide states with federal funds to establish minimum teacher salaries of at least $60,000 a year. It would also triple the funding of the Title I-A program, which provides funding to schools with a high percentage of students that come from low income backgrounds.

Lawmakers in the House introduced legislation late last year to increase the minimum wage of teachers in the U.S. to $60,000. The American Teacher Act, sponsored by Reps. Frederica Wilson (D-Fla.) and Jamaal Bowman (D-N.Y.), would encourage states to raise their minimum salaries for teachers through a federal grant program.

In 2019, Denver City Council set the annual minimum wage rate adjustments in 2019 after meeting with community and business groups and after holding several community town halls. The citywide minimum wage first took effect in 2020 and applies to any work performed within the boundaries of the city and county.

As of Jan. 1, 2021, the citywide minimum wage is higher than the contractor minimum wage and some prevailing wage rates. That will change again on July 1, 2021, when the contractor minimum wage rate goes up to $15 per hour. See the chart below to track wage rates and when they increase over time.

Earlier this year, PNC Bank raised its minimum pay rate from $15 to $18 per hour while Bank of America announced its hourly wage will reach $25 by 2025. Chipotle and Southwest Airlines increased their minimum hourly wage to $15 this summer while Starbucks and CVS Health will do the same by summer 2022. Ikea recently raised its starting wages for U.S. workers to $16 per hour.

According to Clough, hiring has evolved in recent years, and UW Health needs to make hiring easier and faster, and ensure wages and benefits continue to create a strong incentive for working at the health system.

As communicated in December, eligible nurses received experience-based increases in January after 2.5% merits; and in April 2021, the minimum rate for Staff Nurse 2 will increase to $28 per hour. Lewis said that he felt that during negotiations the council committee continued to make little exceptions to account for the different business model, and it just got to a point where he thought it would be better to give marketplace workers the right to minimum wage in another bill.

Lewis also doesn't share Working Washington's concerns about the companies exploiting this loophole.
